摘　　要：民事送达程序作为民事诉讼的信息中枢有独立的程序意义。现阶段,由于人的原因、物质保障的不足以及制度层面的原因,送达难的问题在司法实务中依然突出。民事送达制度设计应当以人为本,实行分类送达制度,并从立法层面确认新的送达方式,以确保诉讼信息及时被送达人所知悉。Civil service system, as the information center of civil procedure, has its independent program signifi- cance. At present, the difficult service is still an outstanding problem in the judicial practice due to personnel, insuf- ficient material security, and system. The design of civil service system should be people - oriented, carry out classi- fied service system, and confirm a new mode of service from the legislative level so as to ensure the litigation infor- mation to be served timely.
