谈《基本安全和船舶保安员履约补差》课程教学

摘　　要：STCW公约马尼拉修正案提出了要对海船船员进行基本安全补差培训。所有船员必须经过《基本安全和船舶保安员履约补差》课程培训,考核合格者才能够申办新版的证书。通过补差培训可有效提高海船船员的安全意识,有利于减少海难的发生,也有利于我国航海事业的发展。文章对海船船员基本安全补差课程的背景、课程的具体内容及教学方法进行了阐述与探讨。Manila Amendments to the STCW Convention points out that the seafarers should be taught the course, Basic Safety and Ship Security Officer Convention Supplement. The seafarer can apply for new qualified certificate only after he/she has passed this course. This measurement aims to improve the seafarer＇s sense of safety, reduce the marine perils and be beneficial to the development of marine cause in China. This paper describes the background of this course and introduces the course content and teaching methods.
