摘 要:农村学校生源流失在西北民族地区尤为突出。流失的主要原因包括政府相关决策与教育评价体系不尽科学等宏观因素,也有城乡学校质量存在差距和家长普遍追求优质教学资源等微观因素。农村学校生源流失作为义务教育非均衡发展的重要体现,有悖于教育的公平正义。解决这一问题既要发展民族地区薄弱经济、改善农村落后面貌,也须在政策上加以倾斜、在物质上予以帮助,以确保每一位适龄儿童站在同一起跑线上。The problem of running-off students in rural schools is very serious in Western ethnic regions. The main reasons include both macro factors tike unscientific decision-making of the government and educational evaluation system, and micro factors like difference in teaching quality and parents' seeking for excellent teaching resources. The problem reflects imbalanced development of compulsory education which is irreconcilable with education equity. To solve this problem, on one hand, we should develop economy in ethnic regions and backward rural areas; and on the other hand, we should make preferential policies to provide material aids to make sure that every school-age child can receive equal education.
