提高开放大学教学质量管理水平的探索

摘　　要：在由广播电视大学向开放大学转型的过程中,其教学质量问题越来越受到社会的关注。沿袭普通高等教育教学质量标准,教学质量管理效率低,教学、管理、技术三支队伍无法满足办学需要,教学资源重数量、轻质量且资源利用率低,缺乏对学生学习过程的有效监控等问题普遍存在。破解重点是依据全面教学质量管理理念,建立符合远程教育实际的教学质量保障体系,缩短管理链条,加强"三支"队伍建设,以课程为单元整合教学资源,改革学习测评模式,完善对学习过程的监控。With the transformation from radio and television universities to open universities,the teaching quality issue is paid more and more attention by the society.The issue mainly reflects in following the teaching quality standards of regular higher education,the low efficiecy of teaching quality management,the shortage of teaching,management and technical staff,paying attention to the quantity of teaching resources while neglecting their quality and the low resource utilization rate,the shortage of effective monitoring for students＇ learning process.The strategies against the issue are,relying on the total teaching quality management theory,to establish the teaching quality guarantee system suitable for distance education practice,shorten the management chain,strengthen the construction of teaching,management and technical staff,integrate the teaching resources with the unit of course,reform the learning evaluation mode and perfect the monitoring for learning process.
