化工园区企业可持续发展能力评价研究——基于南京化工园区企业调查问卷数据

摘　　要：本文选取南京化工园区28家企业作为研究对象,通过设计基于CSR的调查问卷收集数据,将专家打分与层次分析法相结合,得出园区企业可持续发展能力的评价结果并结合产业链展开研究。文章同时构建计量模型,采用统计分析、回归分析方法,对影响环境资源绩效的因素进行深入分析。研究发现:①园区主要企业的可持续发展处于中等及一般水平,多数企业在发展绩效上存在较大的提升空间。②在综合评价和经济发展能力评价上,乙烯、新材料和医药及农药三产业企业的能力相对强一些;在社会可持续发展能力方面,碳一、乙烯、精细化学品产业企业稍高一些;在环境资源可持续能力上,前三位的产业是服务业、新材料产业和精细化学品产业。③计量显示,薪酬增长率、新产品数量、企业社区投入与捐赠对循环经济的影响最显著,员工培训次数、产品合格率、技术研发人员比重增长率以及企业接受采购商查验次数的影响较显著,销售收入和劳动合同签订率对循环经济的影响不明显。园区及企业应从延伸产业链、促进科研创新、强化人力资源及提升社会责任方面形成对策。With 28 enterprises in Nanjing Chemical Industry Park as the research objects, this paper evaluates and studies these enterprises＇ capability of sustainable development in combination with the industrial chain based on the data collected through CSR questionnaire, the findings of which come into being from both the scoring by the experts and the analytic hierarchy process. What＇s more, this paper constructs econometric model, and makes in-depth analysis on the elements affecting environmental performance with statistical and regression analysis. Three major findings can be listed from this study. First, the main enterprises＇ capability of sustainable development in Nanjing Chemical Industry Park is in the medium and the general level, and most enterprises have larger space to promote the development performance. Second, with reference to the evaluation on the comprehensive capability, and on the potential of their economic development, the enterprises that produce ethylene, new materials, medicine and insecticide possess relatively stronger capability. In terms of the sustainable social development, enterprises producing C1, ethylene and fine chemicals possess higher capability. As for the sustainability of the environmental resources, service industry, new material industry and fine chemical industry are the top three. Third, the econometric analysis demonstrates that the circular economy is influenced most by the salary increasing rate, the new product quantity, the enterprise investment and the donation, while it is under some influence of the staff training frequency, the product quantification rate, the technician ratio increasing rate and the frequency of the examination on the products by the purchasing agent. The sales revenue and the labor contract signing rate do not exert significant influence on the circular economy.
