拉丁美洲基础教育公校民营现象探析

摘  要:在教育投入不足,难以保证全民基础教育供给量的情况下,拉丁美洲各国政府在基础教育领域积极推行公办民营等公私合作办学模式,利用民间资源,扩大基础教育的惠民范围,优化教学质量,其成效十分明显。具体做法包括管理承包—专业服务或课程设计、经营承包、教育服务承包、学校建筑服务承包、学校建筑与教育服务承包等,值得借鉴。In the case of the state's inability to provide basic education for all due to shortage of financial fund to education, the state governments of Latin America is active in carrying out public-private partnerships (PPP) like private management of public schools, using private resources to broaden the scope of basic education provision to the population and promote the quality of schooling, with noticeable effectiveness. The specific practices include Management contracts -- Professional services or curriculum design, Operational Contracts, Education Service Contracts, Provision of Infrastructure Services Contracts, and Provision of Infrastructure Contract with Education Services Contracts, which are worth learning.
