随迁子女异地高考政策制定中的责任问题分析

摘　　要：2012年底,大部分省份依据国务院办公厅[〔2012〕46号]文件,发布了有关流动人口随迁子女升学考试政策,方案的聚焦点在于流动人口随迁子女在异地如何升学。这一政策的发布是政府关注弱势群体利益、促进教育均衡发展的重要举措,也是"公平"理念的重要体现。但是在各地有关政策的制定中,仍然存在政策与其目标偏离的问题,而责任机制缺失则是导致这一问题的重要原因。By the end of 2012, most provinces have promulgated regulations regarding the implementa- tion of matriculation policies allowing the children of migrant workers to take the exams in the very city where their parents work. The principal objectives are facilitate and benefit the vulnerable, improve balanced development and reflect the eoncept of educational eauitv.
