摘　　要：自20世纪90年代初建立以来,俄罗斯私立高等教育走过了20年的历程,如今它已经发展成为俄罗斯国家高等教育系统的组成部分。在发展过程中,俄罗斯私立高等教育遇到了诸如法律地位、教育质量、经费筹措、学校倒闭以及高等教育适龄人口持续下降所带来的生源不足等问题。俄政府以及私立高等教育系统自身积极采取应对措施,推动了私立高等教育的持续发展。In the early 1990s, Russian nongovernmental higher education revived after over 7 decades of dis- continuity, disrupting traditional Russian higher education system, making Russian higher education transform from total national monopolization to market system operation. Now nongovernmental higher education has become a part of higher education system. This essay reviews the 20 years＇ development of nongovernmental higher educa- tion, summarizes the educational[ experience of nongovernmental universities, and provides an essential evaluation of the 20 years＇ development of nongovernmental higher education.
