大学校长管理专业化研究的价值与基本问题

摘　　要：在中国特色现代大学制度的基本框架下,大学校长作为大学内外部治理中的重要结点,形成了校长多重角色的内外部冲突。"党委领导下的校长负责制"由于缺少可操作的具体规范,"校长如何负责"成为发挥这一制度优势的关键问题。因此,建构有"负责的动力、负责的权力、负责的能力"的中国特色大学校长管理专业化制度与政策体系显得十分重要和迫切。大学校长管理专业化从宏观层面是指政府管理大学校长的职业化制度,从微观层面是指大学校长管理大学的专业能力与职业素养。大学校长的专业化是校长职业化的前提和基础,职业化是专业化的必然结果。实现大学校长管理专业化有赖于相应的制度安排,应通过提升职业声誉、保障职业安全、完善职业通道等制度设计,促使大学校长"用整个的心做整个的校长"。Within the framework of modern university system with Chinese characteristics, university president plays a key role in the governance of university. However, the responsibility system of university president under the leadership of the CPC Committee lacks applicable rules to define the concrete duties of university president. The professionalization of university president can be a solution to the problem. From a macro perspective, the specialization of university president means that the government governs university presidents in a professional way. From a micro perspective, the specialization of university president focuses on professional qualities that constitute effective leadership of a university president. The authors maintain that university president＇s specialization is a prerequisite for his/her professionalization while university presidentJs professionalization is an inevitable outcome of his/her specialization. It is suggested that the specialization of university president be improved by effective institutional arrangements including enhanced professional honor and occupational safety as well as career develonment chann,~l~_
