摘 要:出台异地高考新政,重要的目的不在于寻找农民工随迁子女参加高考条件,而在于抓住教育资源和教育机会公平配置这个关键,追求农民工子女异地参加高考的合理性、协调性和公平性。反思教育资源配置的不合理,反思城乡教育的不协调,反思高考制度的社会不公,我们发现农民工子女异地参加高考不仅受到各种准入条件的制约,更受教育资源与个人教育基础的制约,其根源在于城市化快速进程和城乡二元体制这两股力量交织博弈。于是,我们期待在异地高考政策的制定与执行过程中重点解决好教育资源配置和教育机会公平问题。A national policy has been issued to enable migrant workers" children to take the college entrance examination in the city where their parents work and live rather than going back to their hometown due to the restrictions of household registration, or "Hu Kou". This policy should be focused on the pursuit of legitimacy, harmony and fairness for migrant workers" children, rather than identify their qualifications for the new policy. By reviewing the irrational allocation of educational resources, the unbalanced development between urban and rural education and the unequal college entrance examination system, we can see that the opportunity of migrant workers" children to take college entrance examination is not only restricted by all kinds of qualifications, but also by educational resources and individual educational level. Therefore, the formulation and implementation of the policy need to highlight the allocation of educational resources and equal access to education.
