摘　　要：创意是青少年法制教育动漫宣传片的灵魂,技术与艺术的完美融合是创作的关键要素。首先对青少年法制教育动漫宣传片的创作现状和趋势进行论述,其次介绍了青少年法制教育动漫宣传片的创作内容和流程,最后以在宿州市青少年法制宣传创意Flash大赛中夺冠的原创《溺爱》作品为例,概述了使用Flash、Photoshop等软件及"伪三维"技术创作它的主要过程。动漫宣传片的主要受众对象是广大的青少年群体,所以针对青少年而创作的法制宣传教育动漫宣传片,并通过有效的途径和方法展播它,其教育意义将更加深刻。Creativity is the soul of animation promos for teenagers legal education, the perfect fusion of technology and art creation is the key factor. Firstly, the current situation and development trend of the creation of animation promos for teenagers legal education are discussed, secondly, the content and process of the creation are introduced, finally, in order to "spoil" as an example, its main creation process is summarized through the use of Flash, Photoshop and "pseudo 3d" technology. The large number of teenagers group is the main audience of animation promos, so the creation of legal publicity and education animation promos for teenagers, and show it through effective ways and methods, its education significance will be more profound.
