摘　　要："学分银行"既是一种制度,又是一种机制,具有其特殊的功能。构建"学分银行"制度,建立"学分银行"的运行机制,其主要目标就是实现"学分银行"的功能。云南开放大学的"学分银行"试点建设工作对"学分银行"建设做了一些有益的探索与实践。＂Credit bank＂ is not only a system, but also a kind of mechanism, with its special pur- poses. To construct the ＂credit bank＂ system and establish its operation mechanism is to aim at playing a role of the ＂credit bank＂ purposes. Through the study of the ＂credit bank＂ purposes and the analysis of the pilot program of Yunnan Open University, together with the ＂credit bank＂ purposes to be achieved, the ＂credit bank＂ business process has been designed to do some explo-ration and practice in the construction of the ＂credit bank＂.
