高校突发事件应急管理机制探析

摘　　要：高校突发事件的应急管理不仅关系到师生生命财产能否得到及时救治与有效挽回,而且关系到学校的声誉与未来的发展。高校突发事件应急管理机制由危机预警机制、危机处理机制和回应反馈机制构成。建立健全高校突发事件预警机制,科学研判突发事件的性质与特征;正确掌握应急管理的程序与方法,有效控制事态的扩散与转化;前瞻谋划事后的恢复与重建,是高校主动作为、化危为机、稳健发展的管理之道。University and college emergency management is critical not only for timely saving teachers and students＇lives, ef- fectively restoring their property, but also for influencing the university and eollege＇s reputation and future development. The manage- ment mechanism is constituted by the early warning mechanism, the mechanism for handling and responding to feedback mechanism. There are several ways to access the mechanism： improving the early warning mechanism for school safety ; judging the nature of the u- niversity and college emergencies scientifically; implementing the correct procedures and methods to deal with emergencies and recon- structing the post -coping mechanism smoothly and effectively.
