摘  要:为有效配置应急车辆资源、减少响应时间,在统一考虑规划阶段的车辆布局和运行阶段的车辆动态配置的基础上,提出一个面向城市应急车辆配置的决策支持系统。该系统集合P-Median,r-interdiction Median与Hypercube等相关配置模型,设计应急车辆选址、关键应急车辆辨识、应急车辆动态配置以及应急车辆工作情况评价4个模块,利用Visual C#.NET编程语言与ArcGIS Engine组件,实现模型的算法设计与优化结果的GIS显示。并以设计新疆自治区某市城区消防车辆的配置方案为例,测试该系统。在系统设计的方案中,3个站点工作负荷分别为0.46,0.4和0.52,跨区响应频率分别为0.16,0.35和0.32。仿真结果表明:配置方案的运行指标良好,选址与工作分配比较合理,系统达到测试要求。In order to deploy emergency vehicles and reduce response time effectively,an urban emergency vehicles deployment decision support system,considering location problems in the planning stage and relocation problem in the operation stage simultaneously,was created.The system consists of four modules(emergency vehicles location,critical emergency vehicles identification,emergency vehicles relocation,and emergency vehicles performance estimation) and these modules include emergency vehicles deployment models such as P-median model,r-interdiction Median model,and Hypercube model.Besides,the Visual C#.NET and ArcGIS Engine were employed to support corresponding algorithms and display the result of optimization(GIS based).The system was tested by means of designing a deployment plan of fire trucks for a certain city in Xinjiang Uygur Autonomous Region,China.The results show that the plan conforms to reality and the system is effective.
