摘 要:当前,我国农民工面临的排斥有劳动排斥、社会网络资源排斥和社会地位排斥等。通过教育培训可以提高农民工的收入回报率和受教育程度,提高其社会地位,避免其边缘化。农民工教育培训制度消除社会排斥需要一定的条件:农民工要被授予获得教育培训的权利,所获得的补助金额要足够满足培训支出,农民工能通过有效的渠道获得教育培训信息,积极申请并利用教育培训。在此基础上,应建立新发展观,重视农民工的全面发展;提高教育培训的福利性和农民工教育培训的积极性,帮助农民工真正融入城市生活;建立国家补贴机制和分担机制,运用失业保险基金支付农民工教育培训费用,并形成长效机制;同步推进农民工教育培训与子女教育,以提高培训的实际效果。Currently migrant workers are excluded in such aspects as employment, social network resources and social status. Education and training can increase their income, and raise their educational level as well as social status, thus preventing them from being marginalized. To educate and train the migrant workers to eliminate social exclusion is conditioned: the workers are entitled to education and training, the subsidiary the workers receive must be able to cover expenditure of education and training, and the workers have access to the educational and training information and are eager to avail of the educational and training opportunities. In addition, we should create a new concept of development, stressing the all-round development of migrant workers; we should offer migrant workers the change of education as welfare to attract them to receive education and training so that they can finally become true city dwellers; we should establish a national subsidy mechanism and sharing mechanism and use insurance to cover the cost of education and training; we should also pay attention to the education of their children while we stress their own education and training so as to improve the out-come of education and training.
