摘 要:2012年末各省异地高考政策的出台备受各界关注,此种重大行政决策事关国家教育民生之大计。因此,有必要对我国少数民族聚居省份的异地高考政策进行文本分析,并对少数民族聚居省份与其他典型省份的异地高考政策进行比较,以探究少数民族地区的异地高考政策设置的门槛相对较高的原因。少数民族地区此类重大行政决策的制定与实施,理应受到民族区域自治原则、合法行政原则与利益衡量原则的具体指导,如此方能全面贯彻国家的民族政策,从而真正实现教育公平。In the end of 2012, the policy of college-entrance away from native places has drawn the attention of all social eiroles. Such major administrative decisions are quite important to the national education and livelihood. Therefore, by analyzing the policies in different provinces of minorities and comparing them with those of the other typical provinces, we try to explain the reason why the threshold to the policy of college-entrance away from native places is comparatively high. In the process of making and implementing such major administrative decisions, we should follow some basic principles, including principles of regional ethnic autonomy, administration by law and measure of interest. Only by this way, can we fully implement our country' s national poliey and realize the true educational equality.
