摘　　要：共性技术作为一种能够在一个或多个行业中得以广泛应用的竞争前技术,具有"公共物品"特征,当前我国共性技术研发组织发展存在很多问题和挑战。本文分析共性技术研发组织发展过程中暴露的现实问题,提出了3OM分析方法,从定位及功能(orientation and function)、组织机制(organization mechanism)、运行机制(operating mechanism)和管理体制(management system)四个维度来整体提升我国共性技术研发组织的效率。Common technology as one pre-competitive technology can be widely applied in one or more sectors,with ＂public goods＂ characteristics,the current development of common technology R D organization,there are many problems and challenges.This paper analyzes the development of common technology research and development organization exposed during practical issues raised 3OM analysis methods,from the orientation and functions（orientation and function）,organizational mechanisms（organization mechanism）,operating mechanism（operating mechanism） and management systems（management system） four dimensions to the overall increase of the efficiency of generic technology R D organization.
