摘　　要：本文主要论证以下几个问题:华文水平测试的必要性;它的参照性质;宏观结构;语言要素标准和语言能力的标准;拟突出的内容。除了第一个问题,其他几个问题实际上都是在回答同一个基本的问题,即华测的特点,这是华测总体设计的基本任务和内容。本文最后列举了基于华测能够作出的9大决策——这是决定华测价值的重要砝码。HSC, the abbreviation of ＂ Huawen Shuiping Ceshi＂ in Chinese phonetic alphabet, is the Chinese proficiency test aimed at overseas Chinese, which is in the process of research and development. This paper analyzes the following aspects of HSC： its＇ necessity, the nature of its reference, its macrostructure, the standards of language elements and the standards of language ability, and the content that is intended to highlight. Except for the first one, other aspects are actually in response to the same basic question, namely the characteristics of HSC, which is the basic task and content of the overall design of HSC. Finally, this paper lists nine cases in which decisions can be made based on HSC, an important weight determining the value of HSC.
