摘　　要：公文是党政机关依法执政和依法行政的重要工具。在公文写作实践中,存在着公文写作和处理时思维僵化的现象:格式不统一、滥用文种、照搬结构模式等等,主要原因在于文风不端正、工作中缺少主动性和创新性。改变思维僵化现象的主要做法是学习公文新法规、新标准,并与实践相结合,提高公文质量,充分发挥公文的工具性。Document is an important tool of state organs ruling by law and administration by law. In the practice of official document writing, there exist fossilization phenomena of document writing and processing thinking： non unified format, the abuse of language, copying the structure patterns. The main reasons are that the style is not correct, lack of initiative and innovation. The main way to change thinking fossilization phenomena is studying document new rules and new standards, combining with the practice, improving the quality of official documents, and making full use of the document.
