摘  要:为鼓励高校毕业生面向基层从事农村义务教育工作,提高农村教师的整体素质,2009年河北省启动"特岗计划"。目前河北省"特岗计划"实施存在的突出问题有:特岗教师生活现状有待改善;特岗教师专业发展缺乏支持体系与制度保障;农村学校对特岗教师社会支持有待提高;"特岗计划"对重点大学毕业生吸引力不够。为此应采取以下农村义务教育阶段教师补充机制对策:发挥"特岗计划"的辐射作用,提升农村教师队伍整体水平;重新核定农村义务教育阶段教师编制,均衡计划招聘特岗教师;为特岗教师提供持续的专业支持;拓宽高校毕业生面向基层就业渠道,建立完善的社会保障体系。In order to encourage college graduates to engage in teaching in rural areas and improve the overall quality of the rural teachers, the Specially Contracted Teacher Program in rural areas was launched in 2009 in Hebei Province (SCTP for short). There have appeared problems in the SCTP implementation. The Specially Contracted Teachers' present living situation needs improving;their professional development lacks supporting and regulations to guarantee;their social supports need enforcing by rural schools;and the SCTP's attraction to key college graduates is weak. Based on the findings,efforts need to be devoted to playing the SCTP radiating role,improving the overall performance of the rural teaching staff, re-verifying the establishment staff in compulsory education period and balancing the employment plan of Specially Contracted Teachers. Furthermore, efforts need to be made to offer sustainable professional support for the Specially Contracted Teachers and afford job opportunities on a more extensive scale, perfecting the employment social security system.
