摘 要:民族高校办学绩效评价就是在一定的办学思想指导下,依据民族高等教育办学目标对办学资源配置情况及其办学目标实现程度进行判断和分析的过程。中国民族高校具有双重属性,它一方面要体现民族特色,另一方面要体现普通高等教育的水准。本文结合中国民族高校的办学使命和双重属性,围绕教学、科研、社会服务三大职能按照教育投入、过程和产出的维度尝试构建民族高校办学绩效评价指标体系,并提出通过加强宣传、统一认识,政府主导、内外结合、政策配套等方式来推行民族高校的办学绩效评价。Performance assessment of ethnic universities is a process of making judgment and analysis of resource allocation and objective realization of school-running according to the goal of ethnic higher education under the guidance of school-running ideas. Ethnic education in China should represent ethnic characteristics on the one hand, and on the other hand, should reflect the level of general higher education. Based on the double missions of school-running and three functions of teaching, scientific research and social service of ethnic universities, this paper attempts to set up an evaluation index system according to investment, process and outcome of education. It also points out that performance assessment of ethnic universities should be promoted through propaganda, coordinated ideas, government domination, internal and external combination, coordination of multiple sides and supporting policies.
