从社会层面看制约三峡库区中小学素质教育的问题及对策

摘  要:从社会层面看,制约三峡库区中小学素质教育的问题主要表现在:缺乏应有的环境和条件;教育的供需矛盾;社会投入不足;由于“普九”任务尚未完成,使得在一些地方实施素质教育缺乏必要的和坚实的基础;学校的管理体制对素质教育的实施也带来了一定影响。为此,需要切实转变教育观念;为素质教育营造一个良好的文化氛围和社会环境;完善有关政策,为全面推进素质教育提供有力保证;建立科学的素质教育评价机制;与深化农村教育改革紧密结合起来。Considering from the aspect of society , the problems restricting quality education in middle and primary schools in Three Gorges area lies in the fact that there are not enough necessary environment and condition such as: contradiction of supply and demand of education; insufficient investment from society ; and unfulfilment of nine--year compulsory education ,which results in weak foundation on which quality education is carried out in some areas Meanwhile, school management hinders the performance of quality education . Therefore, we need to change our educational concept, create a good cultural atmosphere and social environment for quality education, perfect relevant policies, provide strong guarantee for overall development of quality education, establish a scientific education al evaluation system, and combine quality education with the deepening of education al reform in the countryside.
