摘　　要：矿税制油气上游项目的原油产量是全部价值链的源头,分析确定关键业绩指标后,形成绩效考核体系的各个构成部分:产量分+成本分+效益分+储量分-管理控制分,并额外增加技术管理创效特别奖。为避免传统计算模型带来的问题,本文考核体系对传统计算模型进行了改进优化,用"下属企业完成值占地区公司总量的比重"对考核分进行修正,并引入"项目管理难度综合调整系数"的概念,从而把各项目业务链的长短、管理难度、管理幅度、人工效率、中方控股程度等因素也考虑在内。业绩考核分值直接反映下属考核主体的贡献大小,且能够基本反映管理专家与领导对下属企业的直观印象和直观评价,确保达到"公正、客观、激励"的考核目的 。The crude oil extraction by an oil company under a License Contract system for upstream oil and gas projects is the headstream for all analysis of the producing company's value chain to determine key performance indicators and to construct a performance appraisal metric and all of its components.A new Key Performance Indicator(KPI) of an oil company is thus determined and includes an annual production score,plus an annual cost score,plus an annual profit score,plus an annual reserves score,minus a management control score,plus additional special awards for added value from the application of new technology and management.Problems arising from the traditional calculation method are avoided by optimizing the traditional calculation method,adding in the weight of the affiliated companies' contributions among regional companies' contributions to corrections being assessed and a factor for project management overall adjustment difficulties,thus bringing to bear each project's operating chain length,degree of management difficulty,management scope,and labor efficiency rate,wilh Chinese laking other factors into account.Thus modified,the perlormance indicator directly reflects the size of the contribution of the segment being assessed and can basically reflect intuitive impressions and evaluations by management experts and subordinate enterprises' top management to keep the performance evaluation consistent wilh its goals of being fair,objective and motivating.
