摘　　要：为推进学习型社会建设,广州市政府近年来在购买教育服务方面进行了一系列的积极探索和实践,初步形成了"一主多元"模式。要确保该模式的有效实施,必须建立健全组织、制度、环境、财政、运行、监督等方面的保障与监管机制,构建科学合理的保障与监管体系。To promote the construction of a learning-oriented society, the Guangzhou government has been actively exploring practice of purchasing educational services in recent years, and preliminarily a model of One Core, Multiple Components has been come up with. It is necessary to build a scientifi c and reasonable protection and regulatory system to ensure its effectiveness, in terms of organization, system, context, fi nance, operation, supervision, and so on.
