县域义务教育均衡发展存在的问题及推进策略研究——以广西中部某市H区为例  被引量:1

A Study of the Existing Problems of Balanced Development of Compulsory Education in County Territory and the Related Promotion Strategies: A Case of H District in a City in the Middle of Guangxi

摘  要:通过个案实证研究发现,广西中部某市H区义务教育存在教育资源分布不均、生均教育投入偏少、教育资源供给未能反应经济社会发展的趋势和义务教育均衡发展程度不高等几个方面的问题。为此,地方政府需充分认识县域义务教育均衡发展对实现教育公平的重要意义,明确自身责任,加强对义务教育均衡发展的领导;科学论证,合理规划学校布局;加大投入,积极推进城乡中小学标准化建设,缩小教育资源校际间的分布差距;加强农村薄弱学校建设;完善城乡教师交流制度;创新教师培养、培训制度。Realizing balanced development of compulsory education in county territory is the basic step leading to the comprehensive and balanced development of compulsory education and a prerequisite for full realization of education equity in China. By doing case study, we found that there existed some problems in H district in a city in the middle of Guangxi, such as uneven distribution of educational resources and too little investment in education. And the supply of educational resources failed to reflect the trend of economic development.The extent of the balanced development of compulsory education is not high. Therefore, local government needs to fully realize the significance of balanced development of compulsory education in county territory for realization of education equity, clear their own responsibility, strengthen the leadership of the balanced development of compulsory education, rationally plan the layout of the school by scientific demonstration, actively promote standard construction of urban and rural primary and middle schools as well as narrow the gap between school education resources distribution and strengthen the weak rural school construction by increasing investment. Besides, the government also needs to improve exchange system of urban and rural teachers, and innovate of system of teacher education and training.
