香港奶粉限带令对奶粉市场的影响及政策效果分析

摘　　要：针对香港奶粉限带令政策的实施,通过对比香港与内地居民对于限带令的看法,得出香港居民普遍支持这项政策,而内地居民持反对意见。同时通过对比限带令实施前后的奶粉市场,发现内地进口奶粉在限带令后价格上升,而香港进口奶粉价格趋于稳定。限带令的实施,带来了正面和负面影响。正面影响是达到了政府的预期目的保障香港居民生活权益,稳定奶粉市场,打击"水客";然而负面效应使两地居民的关系紧张,限带令忽视了内地居民的权益,也缺乏长期发展的考虑,没有从根本上解决内地需求问题。基于上述研究,以新西兰限制政策为例,提出了颁布出口许可证的措施,使"水客"成为合法的营运商;为保障香港居民的奶粉供应,提出以政策保证"妈妈会"机构的运作。Aiming at the implementation of the Hongkong formula export quotas policy, this paper compared residents＇ views in Hongkong and mainland before and after the implementation of it. Infant formula powder price in Mainland rised, while Hongkong＇s imports of milk powder was stabilized after the implementation of the policy. The implementation of formula export quotas had brought positive and negative impacts. A positive impact had reached the intended purpose of the government to protect the interests of life of Hongkong residents, and stabilized the infant formula market to combat the illegal exporters. However, the negative etl^ct was promoting the tension between the residents of both, with a limit order to ignore the interests of residents in the mainland, but also the lack of long-term development consider- ations, and was not a fundamental solution to the problem of domestic demand. Based on New Zealand restrictive policies, the paper pro- posed measures of issuing an export license to let the illegal exporters become legitimate operators. For the protec.tion of the milk supply of Hongkong residents, the policy to ensure the operation of the Mother League organization was proposed.
