摘 要:公民资格理论主张公民对公共事务的参与。目前,我国高校社会问责制度未能充分发展,除了法律与制度上的不健全、公民意识的缺失外,公民参与公共事务的能力不足也是重要原因。在加强高校问责法律制度建设的同时,应在公民资格理论的指导下,培养和激发公民的参与意识,提高公民的参与能力,更好地完善我国的高校社会问责制度。Citizenship theory advocates citizens' participation in public affairs. Besides the defects of the legal system and deficiency in awareness of citizens' obligations, inadequacy in citizens' competency of participation in public affairs is also the reason of the underdevelopment of the social accountability in colleges and universities. In order to improve the social accountability system in institutions of high er learning, we should not only strengthen the construction of the legal system for social accountabili ty, but also inspire and enhance citizens' awareness of participation and improve their competency of participation under the guidance of the citizenship theory.
