摘  要:随着"责任政府"、"透明政府"等理念的不断倡导以及公民社会的不断发展,世界各国均将政策监测与评估作为一项有力的管理工具来提升政策的效率、效果和效益。教育政策监测与评估在我国也逐渐得到重视,但是监测与评估不力,一直是制约教育政策监测与评估活动开展及开展质量的重要因素。本文以免费师范生政策为例,构建实施教育政策监测与评估的"五步"模型,即实施准备情况评估、设计监测与评估指标、实施政策监测、实施政策评估、报告结果与结果使用等五个实施步骤。With the initiating of the ideas of "Accountable Government', "Transparent Government'and the increasing development of civil society, policy monitoring and evaluation has been a powerful management tool to promote the efficiency, effectiveness and impact of policy all the countries in the world. Education policy monitoring and evaluation has been paid more attention in China, but how to carry out an efficient monitoring and evaluation is not known clearly. This paper is to build a "five-steps" model to monitor and evaluate education policy and take Free Normal Education Policy for example to describe the model, which includes conducting a Readiness Assessment, selecting key indicators to monitor and evaluate policy implementation and outcome, monitoring, evaluation, reporting and using report.
