摘　　要：郭嵩焘不仅是中国第一任驻外公使,更是一位以精通洋务而著称的洋务思想家。其洋务思想的可贵之处就在于它并没有仅仅停留在外交层面,而是把办理洋务提升到治国平天下的高度。郭嵩焘的治河思想就是其洋务思想的重要组成部分,其中治河方略、治河技术、治河保障措施体现了他的朴素唯物主义观。郭嵩焘的治河思想对我们当今的河道治理,尤其是长江中下游河道的综合治理和开发有着积极的借鉴意义。Abstract： Guo Songtao was not only the first foreign ambassador to western countries, but also a renowned thinker of Westernization Movement. His thoughts were featured by not remaining in the diplomatic level, but being put into administering the country .His thought of river harnessing was the part of the thought of Westernization Movement. The strategy, the technology and the safeguard of river harnessing represented his idea of naive materialism, and has positive significance for our current work of river harnessing, especially the comprehensive harnessing and development of the middle and lower reach of the Yangtze River.
