摘　　要：医疗联合体对推进医疗资源纵向整合,提高基层医疗的可及性和公平性,改善全民健康水平和医疗保障水平具有推动作用。从提升基层医疗机构服务能力、医疗支付方式改革、优化医联体内部诊疗流程、建立健全医联体内部法律法规等方面对医联体的发展进行了探讨。Medical association can promote vertical integration of medical resources, improve access and fairness of primary medical care, and improve the national health level and the level of medical security. The paper discussed the development of the medical association from several aspects ： enhancement of the capacity of primary medical agencies, health care payment reform, optimization of internal processes of medical association, establishment and improvement of the internal laws and regulations of medical association.
