跨越“经济转型拐点”——我国职业教育肩负的使命及面临的挑战

摘　　要：我国经济已经进入"经济转型拐点"关键时期,而职业教育是实现经济可持续发展的"万能钥匙"。我国职业教育肩负着重要的历史使命:加强农村剩余劳动力培训,进而实现农村转移农民有序市民化;提高全要素生产率,进而推动产业结构转型升级;推动绿色发展,进而增强我国经济可持续发展能力;促进产业梯度转移,进而实现我国东中西部整体经济转型;增加技能型人力资本积累,进而节约企业生产成本。与此同时,我国职业教育面临前所未有的挑战:劳动力市场工资趋同导致职业教育缺乏吸引力,工业化进程加速给职业教育带来巨大的冲击。为此,应实行全国统一的国家资格制度、重视职业生涯教育和建立相对完整的职业教育体系等。Our country is entering the crucial period of ＂Economic transition inflection point＂, and vocational education is a key to realize the sustainable economic development. At this time, vocational education is facing the missions： strengthen the training of rural surplus labor force to implement the urbanization of farmers orderly ; improve the total factor productivi- ty, to promote transformation and upgrading of the industrial structure; promote the green development to strengthen the a- bility of economy sustainable development; promote industrial gradient shift to implement the whole east Midwest economic transformation; increase the skilled human capital accumulation to＂ save the production cost for the enterprise. At the same time, our vocational education is facing unprecedented challenges. The labor market wage convergence results in lack of at- traction of vocational education. The accelerated industrialization process strikes vocational education. Therefore we should implement unified national qualification system, pay attention to the career education, set up complete system of vocational education and so on.
