摘 要:流动人口随迁子女不能在流入地顺利继续升学的问题越来越凸显。为此国家出台了相关政策,全国绝大多数省份也相继出台了具体实施方案。由于这些方案中准入"门槛"的设置差异较大,放开的口径尺度大小不一,致使这一惠民政策在实施上还存在诸多需要完善之处。随着城镇化的不断推进、流动人口及其随迁子女数量的不断增加,教育资源如何统筹将面临更严峻的挑战。因此,应建立多方参与、凝聚全社会共识的决策机制,统筹规划、合理配置流入地教育资源,建立科学的流动人口随迁子女信息监测体系,因地制宜设置相应的"准入"条件,改革考试招生制度,逐渐妥善解决这一突出问题。The problem of entrance examination of the migrant children in immigrant areas is becoming more serious. In order to resolve the problem, some relevant policies have been drawn up by our central government, and specific schemes have been published in most provinces. The qualifications and the limits among those schemes are quite different, which make the policies need to be improved in the implementation. With the continuous impelling of urbanization, and the increase of the number of migrant workers and their children, how to plan educational resources as a whole will be a more serious challenge. Therefore, to resolve this problem properly and gradually, we should design a decision-making mechanism of multi-stakeholder participation which can condense the whole social consensus. We should plan as a whole, distribute reasonably educational resources, establish a scientific information monitoring system of the migrant children, set the appropriate "access" conditions, and reform the college entrance examination enrollment system.
