摘  要:义务教育作为基础教育的重中之重,已成为我国基础教育改革的关键阶段。在追求教育均衡发展的背景下,重新在制度视阈下从教育法、二元户籍制度、以县为主的义务教育发展体制和教师聘任制度等方面分析城乡教育一体化的障碍,有利于更加全面地认识当前教育存在的问题;更有利于针对问题,从教育资源优化配置和投入模式改革等方面提出重构措施,促进区域义务教育实现均衡的城乡一体化发展。Compulsory education, as the pinnacle of basic education, has become a critical stage of basic education reform in our country. In the pursuit of education under the background of the balanced development, the analysis on barriers of the integration of urban and rural education under the perspective of system from the aspects such as education law, the binary household registration system, county-based system of compulsory education development and the teacher appointment system is conducive to a more comprehensive understanding of the present situation of education. It's more conducive to put forward reconstruction measures from the aspects such as the education resource optimal allocation and input mode reform according to the existed problems so as to promote regional compulsory education to achieve a balanced development of compulsory education in urban and rural areas.
