摘　　要：基础教育领域公私合作伙伴关系(Public-private Partnerships,简称PPPs)是指公共部门与私营部门建立合作伙伴、共同提供教育产品或服务的政策措施与教育实践。从合作的内容来看,PPPs可分为契约型合作与非契约型合作;从合作的程度来看,PPPs可以分为PPPs缺乏、萌芽、初显、中等、成熟和完善等六种状态;从合作的效果来看,PPPs既有积极的作用,也存在潜在的风险。The public-private partnerships （PPPs） in fundamental education refers to the policies and practices of cooperation between public and private organizations to provide products or services in education. According to the contents, the PPPs includes contractual cooperation and non-contractual cooperation; according to the degree of cooperation, the level of PPPs includes absence, preliminary, emergence, medium, mature and full-blown; and according to the effect, there exist positive as well as negative consequences of the PPPs.
