摘　　要：城乡学校一体化管理通过城乡学校组织间的合作和制度化建设,促进了优质教育资源的辐射和共享,提升了农村学校教育质量。它表现了学校由封闭系统组织向开放系统组织的发展变革,充分体现了开放系统的发展观。实施城乡学校一体化管理,必须强调三个关键要素:开放、环境和资源,因为开放是城乡学校一体化管理的基础和前提,环境是城乡学校一体化管理的要求和条件,资源是城乡学校一体化管理的动力和保障。Integrated management for urban and rural schools has gradually promoted the radiation and sharing of high quality educational resources and improved the educational quality of rural schools through collaboration and institutional building between urban and rural schools. It embodies the organizational development and change from the closed system to the open system, reflecting the development concept of open system orientation. Integrated management for urban and rural schools roots in the school＇s open,originates from the environment, and depends on the resources.
