摘  要:普惠性学前教育是我国学前教育改革的政策目标。普惠性作为社会福利用语指"惠及人人"的社会福利国家供给方式,普惠性学前教育只有建立在社会福利制度框架内,才可能获得合法性和有效性。基于中国的现实,我国的普惠性学前教育只能是适度普惠型学前教育国家供给,学前教育成本必须有国家、社会、家庭合理分担。在政策意蕴上,普惠性学前教育必须解决三个问题:政策的合法性,稳定的财政支持体系,国家供给的中国特色。Universal preschool education is the policy objective of preschool education reform in China. As the social welfare terms, the meaning of universal is " benefits everyone " as well as a way of social benefits provided by the country, meanwhile, as to the legitimacy and effectiveness of universal preschool education, it is only settled in the framework of social benefits system can gain. In view of the present situation of China, the universal preschool education can only be the approximate provided by the country, and the cost of preschool education will be shared reasonably by the country, the society and the family. With the policy implication, there are three problems should be solved of universal preschool education: legitimacy policy, stable financial support system and the country providing with Chinese characteristics.
