摘　　要：依山·辛格博士,美国圣地亚哥州立大学(San Diego State University)资深名誉学术事务副校长,兼电教中心主管。他积极推动了该校对网络教学的发展和评估,并且推动了SDSU跟附近中小学的大力合作。他在校长职位30余年,负责学术事务部1.8亿的财政预算和支出。他知识渊博,熟悉美国的教育制度,跟美国白宫有合作办学项目,对美国的高等教育有着深刻的体会和独到的见解。辛格校长对中国有浓厚的兴趣,积极开展与中国的沟通和交流。他于2013年9月受邀访问国内多所高校,并举办了多场学术讲座。本刊特邀访谈者就此机会,对这位在校长职位上工作超过三十年的学者进行访谈,请他以圣地亚哥州立大学近几年用技术改革高等教育的策略和作法为切入点,从教育管理者和领导者的角度,阐述在线教育、MOOCs等技术力量在美国高等教育发展中的动力、影响及发展趋势。中美两国在高等教育体系各有特点,而我国同样面临着在线课程、开放课程、移动学习对教育的冲击和挑战。因此借鉴他人的思想和经验,有利于我国教育研究者发展出符合中国国情的、技术支持下的高等教育发展之路。Commentary： Dr. Ethan Singer is associate vice president for academic affairs emeritus of San Diego State University. For many years, he was responsible for Academic Affairs＇ $141M budget including the $77M faculty budget. He was the University＇s Enrollment Planning Officer and has responsibility for overall university enrollment management, including the development of annual and multi-year university and college enrollment targets, undergraduate admissions modeling, and general oversight of Enrollment Services （admissions, evaluations, registrar＇s office, and student recruitment）. In addition, he oversees Analytic Studies and Institutional Research as well as Instructional Technology Services. He served on the President＇s Cabinet, the President＇s Budget Advisory Committee, the President＇s Enrollment Management Advisory Committee, the University＇s Academic Program Review Panel, the Senate＇s Academic Resources and Planning Committee and the Campus Fee Advisory Committee.
