摘 要:2014年是全面深化改革的开局之年,进行混合所有制改革,是国有煤炭企业发展的必由之路。混合所有制改革关键在于完善现代企业制度,而人力资源管理是现代企业制度的重要内容。针对国有煤炭企业进行混合所有制改革过程中人力资源管理存在的问题进行了分析,并提出通过建立和现代企业制度相适应的用人机制,加强绩效管理,完善激励机制,加强企业文化建设与整合等相关措施,改善人力资源管理的方法和手段,推动混合所有制改革的进行。The year of 2014 is a beginning year of a full deepening reform and a reform of the mixed ownership would be conducted and would be an only road to develop the state owned coal enterprises. The key of the mixed ownership reform would be the improvement of the modern enterprise system and the human resource management would be the important content of the modern enterprise system. According to the state owned coal enterprises, an analysis was conducted on the problems existed in the human resource management during the mixed ownership reform process. With the establishment on an employment mechanism and the employment mechanism suitable for the modern enterprise system, the enhanced performance management, the improved encouraging mechanism, the enhanced enterprise culture construction and integration as well as other related measures, the method and means of the human resource management were improved and the mixed ownership reform was promoted.
