英国追求高等教育机会公平的经验及启示

摘　　要：高等教育机会公平是英国政府和教育界长期追求的目标,英国政府通过颁行相关法律政策、落实各项措施,致力于增强学生对高等教育成本的负担能力,扩大不同背景学生的入学机会。由英国的经验可知,政府对促进高等教育机会公平责无旁贷,关键是通过立法程序建立长效保障机制,重点在于扩大低收入家庭学生的教育机会。The fairness of higher education's enrollment is the goal constantly pursued by the British governments and education circle.The British governments have been continually promulgating related legal policies and taking various measures to enhance student's financial ability for tuition fees and increase the admission chances of students from different backgrounds.Drawing from the experiences of Britain,the conclusion can be made that the governments have unshirkable responsibility to promote the fairness of the enrollment in higher education.The key is to stress the establishment of long-term system through legislation,focusing on the increase of low-income students' educational opportunities.
