摘　　要：推进民族地区基础教育均衡发展,不仅仅是致力于外部条件的改善,内源性发展是其根本任务和最终目的。根据科学发展观和以人为本的理念,促进内源性发展的教育战略,必须从多元文化并存的现实和民族发展的实际出发,以激发源动力、提高子系统的自主性为逻辑起点,多元文化教师培养正是这样一种基于底层的文化建构。In promoting a balanced development of elementary education in ethnic regions, apart from improving external conditions, realizing endogenous development is the basic task and final purpose. According to the concepts of scientific development and human-orientation, in making educational strategies of endogenous development, we should take the reality of cultural pluralism and ethnic development into consideration and aim at stimulating motivation and developing autonomy. Therefore, the training of multicultural teachers can be regarded as a bottom-based cultural construction.
