摘  要:城市公共交通行业绩效评估结果是政府考核企业经营水平、出台公交优先财政补贴政策、调整与配置公交线路场站资源等重要决策的依据。建立有效的公交绩效管理制度,对于落实国家公共交通优先发展战略、改善公交行业服务质量具有重要影响。论文从绩效衡量、绩效评估与绩效追踪三个层面提出公交行业绩效管理水平提升对策。引入新绩效预算理论,通过公交绩效合同与绩效指标实现行业政策、预算与绩效的"三合一";兼顾公众参与式评估与技术理性式评估的各自优势,以专业评估机构为主导,建立多方协作绩效评估模式;设计公交行业绩效追踪机制,反馈指导绩效管理过程和行业政策制定。The performance appraisal results of urban public transit service offer important decisionGmaking basis to government,by which to evaluate the operation level of transit enterprise, allocate the government subsidization and distribute the transit route and station resources.An efficient performance management (PM)system for public transit is helpful to implement the Public Transit Priority Strategy and improve the public transit service quality. The promotion countermeasures of PM level are put forward on three aspects in this paper,which are namely performance measurement,performance evaluation and performance feedback.Based on the new performance budgeting theory,the performance contracts and index combine the public transit policy, the budget and the performance.The multiGside participation evaluation mood in which the professional appraisal organizations is more dominant is set up,considering the advantages of both the public participation mode and the technical rationality mode.The process of PM and policyGmaking for public transit service could be improved by using the feedback from the performance tracing mechanism.
