摘 要:在高等教育"大众化"加速发展的背景下,我国高等特殊教育发展也取得了一定成效。但因我国高等特殊教育的开办院校少,办学层次低,招生规模小,既难以满足数量庞大的残疾人群体接受高等教育的需要,又难以满足我国特殊教育师资队伍学历与能力提升的现实需要。2014年国家出台《特殊教育提升计划(2014—2016年)》,标志着我国高等特殊教育发展步入新的历史发展机遇期。提升高等特殊教育办学层次,既是扩大残疾人接受高等教育机会和培养高素质特殊教育师资力量的现实路径,又是维护残疾人教育权益、促进教育公平、提升国家人力资本、实现中国梦的重要举措。With the speedy popularization of higher education in China, higher education for students with special needs has achieved remarkable outcomes across the country. However, higher education for students with special needs witnesses a small number of institutions of higher learning specially for those with special needs, the cultivation of students with low academic degrees, and merely a small number of students enrolled. It is difficult for such higher education to meet the needs of numerous people with disabilities for higher education, or to meet special education teachers' demands for higher academic degrees and greater abilities. In 2014, China promul- gated the Special Education Improving Program (2014 - 2016), marking a new opportunity to develop higher ed- ucation for those with special needs. Upgrading academic degrees for those with special needs in their higher edu- cation is a practical approach to providing more opportunities for those with disabilities to receive higher education and cultivating high-quality special education teachers, as well as an important measure to maintain the educa- tional interests of those with disabilities, promote educational equity, and raise the country' s human capital, for the purpose of making the "dream of China" come true.
