摘　　要：俄罗斯第三代教师教育国家教育标准对本科阶段师范教育的人才培养目标进行了重新定位,要求培养出的未来教师形成16种一般文化能力素养、6种一般职业能力素养和11种特殊职业能力素养,并对高校学士基础教育大纲的结构和实施条件做出了统一规定,教育大纲的内容则由实施教师培养的高校自行确定。该标准体现了在教师培养过程中基于能力发展的理念基础,具有框架性与开放性、统一性与灵活性、基础性与实践性的特点。The Federal State Educational Standard for bachelor level in Training Direction of Teacher educa tion of third generation in Russia repositioned personnel training goal of Undergraduate Teacher Education, de manded to train future teachers to form 16 kinds of general cultural competence, 6 kinds of general professional competence and 11 kinds of special professional competence. It made uniformed regulations on structures and conditions for implementation of the basic educational program, but the contents can be selfdetermined by col leges and universities that implement teacher training. The features of this standard include that it combines framework with openness, unity with flexibility, basic theories with practice and reflects that the teacher training process is based on the idea of competency development.
