摘　　要：为拓新学校体育教育观念，迎接新世纪人才挑战。提出了学校体育教育的实质在于努力提高现代化人才的整体素质，并将其提高到实施新世纪人才战略的一个重要举措。分析了在新世纪只有科学、完整意义上的德、智、体全面发展的高素质人才，才具有在激烈的国际竞争中寻求有利战机和把握取胜时机的能力。In order to bring forth physical culture education sense in school and go to meet the challenge to talents in this new century, this article has put forward this important move that the central point of physical education in school lies in making efforts to improve their performance of modern talents as a whole and carrying out the talent strategy of new century, analyzed that. only these talents with high level of competence and development of morality, intelligence and physique in sense of science and completion possess the ability of hunting opportune time and holding the opportunity for winning in the sharp international competition.
