高校财务激励约束机制运用刍议

摘　　要：要使高等教育事业快速、健康发展 ,必须观念创新 ,财务激励约束机制的引入 ,可以使学校的教学、科研活动也像企业的“团队生产”一样 ,发挥最佳效应。学校财务激励约束机制的目标依存于学校发展总体目标 ,对人力资源价值的激励、部门预算的激励以及对学校各级领导人的财务约束可以有效促进学校的发展。In order to speed up the develorunent of high education well,it's necessary to innovate conception and introduce the new financial measures for gaining the best effects on the activities of teaching and researching just as the activities are carried out in most enterprises through“team work”. Basing on the major purpose of HIEE,the new financial measure can effectively promote the development of HIEE by encouraging qualified human resources and derarthent budget,also by financially restricting the leaders of various levels.
