摘　　要：“依法治国”与“以德治国”是新时期我国治国安邦的双刃剑。实施“以德治国”给高等学校素质教育提出了新的更高的要求。高等学校应着力推进素质教育 。Administering a country by law' and 'Administering a country by morality'are the key measuresrwhich our government administers the country and reassure the public in the new stage.For carrying out it,the colleges and universities should take great pains to push forward quality education and give full play to their main effects.If they do it, they will develop their ability to the full.
