摘　　要：在素质教育中,文化教育是基础,创新能力是核心,实践能力是关键。这三个环节,相互依存,相辅相成,缺一不可。只有抓好这三个环节,使这三个环节齐头并进才能使素质教育出现新局面。In quality -oriented education, cultural education is the basis; innovationcompetence is the core and practical competence is the hinge. These three keys areinterdependent and interrelated. Quality-oriented education will take on a new look if we can bring them into full play.
