摘　　要：改革开放的新形势 ,给思想政治工作提出了新的问题、新的挑战。思想政治工作对 2 1世纪新型人才的培养与塑造有着举足轻重的作用。不断地探索与思考在新形势下 ,加强和改进青年学生思想政治工作 ,较好的实现青年学生自身价值 ,实现“以德治国”的方略就显得尤为重要。The new situation of reforming and opening raises new issue and challenge for ideological and political work.The ideological and political work contains important function for cultivating and moulding newly-typed talents of the 21st century.In the new situation we should constantly think and explore how to strengthen and improve ideological and political work for young students in order to complete their own values better.Besides,it is very important to realize the strategy of governing the country by the rule of virtue.
