摘 要:从宏观层面“公私”共存的“混合”形态看,混合所有制职业院校发端于20世纪50年代。但从微观层面把它当作“职业教育领域公有制实现形式多样化”的实践探索,则始于20世纪90年代,并经历了从自发探索到自觉自为的阶段。当前,混合所有制职业院校办学面临着法人身份不确定、法人治理结构不完善和法人财产权不完整等问题。要解决这些问题,必须从历史和现实、理论和实践、经济领域和教育领域等的结合上,从职业教育体制机制创新的视角出发进行系统思考,并从政策和法律制度的系统性、完整性、协同性出发,统筹考虑制度供给。From the perspective of the "mixed"form of "public and private"coexistence at the macro level,the vocational college of mixed ownership originated in the 1950s.However,from the micro level,we regard it as the practical exploration of "the diversification of public ownership in the field of vocational education",which began in the 1990s and experienced the stage of spontaneous exploration to self-determination.At present,the vocational college of mixed ownership is faced with three fundamental problems,such as the uncertainty of legal personality,the imperfect governance structure of legal person and the incomplete property rights of legal person.To solve these problems,we must adhere to the methodology of dialectical materialism and historical materialism,stand in the historical position of socialism with Chinese characteristics in the new era,and combine history with reality,theory and practice,economic fields and education. From the perspective of innovation of vocational education system and mechanism,we should make systematic thinking,and make overall consideration of system supply from the perspective of system,integrity and synergy.
