摘 要:近年来,韩国的终身教育成绩斐然,受到亚洲乃至全世界的关注。韩国终身教育在法制的保障下,逐步构建了"自上而下"的行政管理和四层网络基础设施的推进体制,以及"自下而上"的民主协商平台和居民自治组织体制。韩国终身教育的推进主要是通过制定法律保障"顶层设计"的有效实施;通过吸纳民意的"底层设计"构建新型多元互动结构;通过设置"终身教育士"促进专业化发展;通过培育民众社会参与力为弱势群体赋权增能。这种"上下"结合的推展框架不仅在韩国发挥了重要的指导作用,对反思我国终身教育的发展也提供了一种新的认识图示。In recent years,the achievement of lifelong education in Korea is remarkable,receives the attention of Asia and even the whole world.Under the guarantee of the Lifelong Education Law,Korea has gradually built the Top-down administrative management system and the promotion system of four-level -network infrastructures,and developed a Bottom-up residents'autonomous organization system.In Korea,lifelong education is promoted through making laws to guarantee the effective implementation of its top-level design,hearing from the public demands to complete underlying design,setting "lifelong educators"to ensure its professional development,and Cultivating citizen's ability to participate in society to empower the minority.The combination of Top-down and Bottom-up lifelong education promotion framework not only plays an important role to instruct the development of lifelong eduation in Korea,but also provides new insights into building up life- long education framework in China.
